Abstract: This report examines the problem of how to allocate limited network resources in a public safety LTE network for the purpose of disseminating video streams to end users. We develop a mathematical model of the network environment, including the definition of a new metric called usefulness. We then apply known optimization techniques and algorithms to our model and analyze the results. We incorporate the concept of local control for public safety practitioners into our model through the use of a priority function and simulate its performance.
