Abstract: This evaluation consisted of an on-site visit to the Ministerio de Transporte y Comunicaciones (MTC) in Venezuela in November 1984 and subsequent discussion between the representatives of the MTC and National Telecommunications and Information Administration (NTIA). It is concluded that in general, the Venezuelan spectrum management system contains most of the organizational units necessary for effective spectrum management. There are, however, a number of improvements to the spectrum management system and EMC computer-aided techniques that could make the spectrum management operation more effective. These include employing key technical personnel over an extended period, creating a single Venezuelan government master file (VGMF) of frequency assignments for all users, and upgrading the HP-1000 minicomputer to the current operating systems and the creation of a frequency-user coordinating committee. Specific stand-alone EMC analysis programs are also recommended. Finally, it is generally concluded that the existing HP automated data processing (ADP) system is adequate to support present and near future spectrum management requirements if the HP software and hardware are upgraded.
