Spectrum Resource Assessment of Unlicensed Electronic Devices

Abstract:

Increases in user demand for, and the availability of, new electronic products that don’t require an individual operating license or frequency assignment have resulted in diverse use of the radio frequency spectrum in disparate operating environments. Some of these electronic devices have an impact on authorized Government telecommunications. The scope of identified problems, the recent revision of regulatory authority in this area, and the potential shown by recent technological advances requiring additional unlicensed spectrum demonstrate that relevant federal policy and its implementation require review.

This document, a spectrum resource assessment, addresses representative problems and policies regarding unlicensed electronic devices and presents approaches aimed at providing future problems associated with unlicensed devices.

Primary recommendations include: (1) the establishment of a centralized reporting system for interference related to unlicensed devices, (2) continued dialogue with the FCC and private industry, (3) review of future FCC actions related to unlicensed devices, and (4) the provision that NTIA, upon request, provide typical Government equipment characteristics to private industry.
