Abstract: The Second Session of the High Frequency Broadcasting Conference held in Geneva, Switzerland, in February 1987, resolved a need for an improved system to plan the radio frequencies allocated exclusively to the HF broadcasting service. The Final Acts of the Conference represented a compromise between reverting to the broadcast notification procedure under Article 17 of the ITU's Radio Regulations and adopting a priori planning system for HF broadcasting. The IFRB was charged to implement and test the procedures adopted by the Conference and report the result of their studies to the next conference on HF broadcast planning.
