Abstract: This memorandum describes the Fast Low Bandwidth model. This summary is intended to help the reader understand the model from an algorithmic standpoint. Some knowledge of prior NTIA objective video quality models is necessary for the understanding of this document. The Fast Low Bandwidth was designed to be operated in-service using the reduced reference (RR) methodology. The model requires access to the original video at one location, the processed video at another location, and low bandwidth data link between the two locations. That link is used to communicate RR features between the two locations. The Fast Low Bandwidth model is included in ITU-T Rec. J.249.
