Abstract: The three sites selected by USCS as a result of Part 1 have been simulated in combination with the seven existing radio stations. The HF (4-22 MHz) predicted performance for all such combinations has been computed for the worst case propagation conditions. The overall performance for the simulated communication system has been evaluated in terms of (1) total system reliability, (2) station utilization in the system, (3) the effectiveness of coverage of the ocean areas, (4) the redundancy of coverage both as a function of geographical distributions and the percentage of simulated ship locations in each redundancy level, (5) effect of MF coverage at Northwest-Pungo, (6) effect of casualty at Northwest, and (7) effect in reducing number of operating stations. Based on this propagation analysis it is concluded that the new site s are ranked (1) Northwest-Pungo, (2) La Plata-Washington, (3) Sugar GroveLaPlata. With the addition of the new site, HF communication functions at Radio Washington and New York can be deactivated with little impact on HF coverage.
