Abstract: This final report contains the results of an extensive study program, the development of a method for evaluating candidate communication systems, and the design of a test plan to supplement the information from the study program and provide realistic limits on the variables in the evalua­tion method. The study program covered propagation and antennas, electromagnetic interference and modulation. The definitions and methods used to evaluate the candidate communication configurations are detailed, and examples are presented evaluating both fixed and mobile deployments. The test plan is designed to provide more accurate values of the statistical parameters used in the propagation predictions.
