Abstract: This report is designed to make the significance and usefulness of the CCIR more understandable to the engineer involved in systems planning and in operations. It is prepared in two parts. Part 1 attempts to look at CCIR rather broadly, e. g., from the standpoint of the history of its parent organization, the International Telecommunication Union; from the standpoint of its effectiveness and future prospects when the organi­zation is considered as a whole. In Part 2 a more detailed examination is made of the CCIR by Study Group, and attention is primarily directed towards work during the last four years. It is hoped that this sort of exposition will serve to explain where the CCIR fits in international telecommunications, how it got there, what it is presently doing, and, finally, what are the principal directions of future emphasis.
