A Summary of the Federal Government’s Use of the Radio Frequency Spectrum

Abstract: This summary, in brief unclassified form, describes the varied requirements for the use of the radio frequency spectrum by the Departments and agencies of the Federal Government. This spectrum dependence has been dictated by the respective mandated functions and missions of the individual Federal Departments and agencies.

In accordance with Article II, Section 1, of the Interdepartment Radio Advisory Committee (IRAC) Bylaws, contained in Section 1.4.2 of the National Telecommunications and Information Administration (NTIA) Manual of Regulations and Procedures for Federal Radio Frequency Management, this annual Summary of the Federal Government’s Use of the Radio Frequency Spectrum has the following objective:

To assist the Assistant Secretary of Commerce for Communications and Information in the discharge of his duties and responsibilities pertaining to the use of the electromagnetic spectrum, as contained in Executive Order 12046, and Department of Commerce Order 10-10, by:

– Presenting the nature and scope of the Federal Government’s use of the spectrum;

– Presenting the dominant mission oriented factors that dictate the Federal Government’s use of the spectrum; and

– Presenting the impact of national policies on the Federal Government’s use of the spectrum.
