Abstract:
The Office of Telecommunications Policy (OTP) became concerned about potential Air traffic Control Radar Beacon System (ATCRBS) interference problems in the Los Angeles area through discussions with spectrum managers at the Federal Aviation Administration (FAA). OTP tasked the Office of Telecommunications (OT) to aid FAA in quantifying the ATCRBS interference. The OT Radio Spectrum Measurement System (RSMS) van and special measurement equipment developed for the task were employed to conduct detailed interference measurements in the Los Angeles area. Signal environment measurements were conducted to identify unauthorized users of the 1030 MHz and 1090 MHz frequencies. Six days of simultaneous 1030 MHz signal environmental and Common Digitizer output measurements were conducted to correlate the dynamics of the aircraft transponder and interrogator environment with performance degradation at the FAA San Pedro Hill en route beacon. The general impact of adding beacon system to the environment that are not equipped with sidelobe suppression was measured. The measurements and analysis led to recommended beacon hardware changes and expansion of current coordination procedures to reduce interference.
