International Open RAN Symposium 2025

The second International Open RAN Symposium (IORS) was held in Tokyo, Japan, December 9 to 10, 2025. The IORS 2025 was sponsored by the U.S. Department of State's Bureau of Cyberspace and Digital Policy (CDP) and included a lab tour of the Rakuten RICL Lab and a lab tour organized by the YRP R&D Promotion Committee that included OREX and OTIC Labs (Rakuten Mobile Test Room, NTT DoCoMo Test Room, and NICT Wireless Center).

Summary

The seminar’s two-day main program was attended by 141 global experts from government, academia, industry, and civil society, representing 21 countries (Brazil, Canada, Egypt, Finland, Germany, India, Indonesia, Japan, Kenya, Liberia, Nepal, Palau, Philippines, Republic of Korea, Singapore, Taiwan, Thailand, U.K., Uruguay, U.S., and Vietnam). The program included a broad set of technical and policy panels including such topics as Inter-governmental Cooperation, AI-RAN, Progress in Standards, International Lab Collaboration, and Financing for Open RAN. Two breakout sessions, one per day, allowed smaller groups to identify and address challenges facing the Open RAN industry with input from both policy and technology leaders. The action items resulting from those sessions will lead to the set of virtual IORS that will happen in 2026.
Additionally, the IORS delegates had two opportunities to visit industry testing laboratories including those hosted by Rakuten, NTT DoCoMo (OREX), and Japan’s National Institute of Communications Technology (NICT). YRP helped organize these tours.
