Historical U.S. Standards
The Alliance for Telecommunications Industry Solution (ATIS) is a U.S. based standards organization that is accredited by the American National Standards Institute (ANSI). The Telecommunications (T1) Committee created standards and technical reports (TR) on video quality assessment in the late 1990s and early 2000s. ITS personnel contributed to these documents, which influenced international standards developed later.
ANSI T1.801.02-1996
ANSI T1.801.02 provides a dictionary of digital video performance terms and impairments. This standard includes a video tape that illustrates common digital video impairments such as tiling, smearing, edge busyness, error blocks, and jerkiness. Thus, this standard gives end-users and service providers a common language for discussing digital video quality.
